Added localization support for custom tooltips

Option to have custom tooltips always visible

Option to control where tooltips will appear relative to targeted elements

Option to specify position of the spike relative to the tooltip

Option to specify tooltip offset on X and Y

Option to draw tooltip shadow (only works on Firefox and Safari, IE displays properly but with no shadow)

Effects for showing and hiding tooltips: fade (doesn't work on IE, tooltips appear with no effects) and scale; please ask us for more effects
